There is a major factor in the swap: both players are eager to change the scenery and both are advised by Jorge Mendes.
Pep Guardiola is another person pushing for the deal to go through. He is said to rate Semedo highly and, at the same time, the former Barcelona coach is not very happy with Cancelo. The latter is very involved in attack but lacks defensive discipline. As MD notes, it's exactly the opposite for Semedo.
Barcelona would've preferred to include the Portuguese in the swap for Pjanic and De Sciglio with Juventus, but the player's will is the key here. And Semedo's desire is to join Man City, even though he knows they are likely not to be involved in the Champions League because of the looming ban.
