18-team Premier League & 5 more key reforms: EFL chairman opens up on English football generational shake-up plans called 'Project Big Picture'

Over the last three years, in cooperation with Liverpool and United, Rick Parry has been preparing a set of proposals to change the way the English football operates. The document is titled "Project Big Picture" and is authored endorsed by the two abovementioned Prem clubs.

If it goes through, we could be in for some major changes that will "reshape" the game like we've not seen before. Tribuna.com breaks down some of the key changes offered:

  • Reduction in PL teams: we will only have 18 teams if these proposals are passed. 24 teams in the Championship, League One and League Two each will remain.
  • Rescue package worth £250m: the eye-watering sum will help the Football League deal with the Covid-19 recession. EFL clubs will also receive 25% of annual PL revenue - in addition to a £100m gift to overcome issues caused by the pandemic.
  • No more League Cup and Community Shield: even if the League Cup stays on, sides involved in Europe may be exempted from participating.
  • Added round of play-off for Championship: there will be two automatic promotion spots like usual. However, the third, fourth and fifth-placed clubs will have a play-off round with the 16th-placed Premier League team.
  • Abolition of one-club, one-vote principle: nine clubs who've been in the top-flight the longest - including the big-six - will have more power in decision-making. The vote of only six of these clubs will be enough for accepting major changes, including changing rules and regulations, agreeing contracts, removal of the chief executive, and even a veto on club ownership.
  • Changes in financial structure: £100m to be given as a "one-off gift" to the FA to cover coronavirus losses, 5% of all combined Premier League and Football League revenues to go to EFL clubs and 6% of gross revenue to be used for stadium improvements across top four divisions. There are also calls for new rules in the distribution of television income.
