Ex-Vasco de Gama talent Andrey Santos was one of Chelsea's first signings in the winter transfer window. The midfielder is considered one of the most promising Brazilian players of his generation.
However, the 18-year-old still 'couldn't get' the work permit needed to play in the UK, UOL report (h/t Sport Witness).
Chelsea hope that the youngster would be able to receive the permit when he returns from the U20 South American Championship where he currently plays with Brazil.
However, in case Andrey doesn't get a permit, Chelsea would be 'forced' to send him out on loan. Brazil is the preferred destination because the transfer window there is not closed yet.
The most logical decision would be to send Santos to a club that participates in Copa Libertadores, a South American international club competition that gives the most points for the work permit application.
