Borussia Dortmund are optimistic that they will be able to sign Ian Maatsen in January, The Telegraph reports.
However, the clubs have not yet agreed on whether this will be a loan or a permanent deal.
Chelsea prefer a permanent sale after accepting a £31 million bid from Burnley last summer. That deal fell apart due to the player's stance.
Now, Maatsen is likely to be keen on a move to Dortmund, having spent most of the season so far on the bench.
As for Chelsea, selling Maatsen could encourage them to sign a new left-back — even though the Dutchman has barely been used in this position, while Ben Chilwell is expected to recover soon.
