"Normally I would never say it but we have a 100 per cent penalty against Pulisic, the 50/50 for Mason Mount to make it 2-0," Thomas Tuchel said after the Brighton game.
Shortly after the break, Pulisic went down in the opposition's box after contact with Veltman. VAR checked the incident and decided against giving a penalty.
"A horrible decision from the referee. It's a clear penalty for 2-0. Not even checked. Everything against us," Tuchel said of the non-penalty decision on Pulisic.
In the 90th minute, Mount nicked the ball off Brighton defender Veltman and slotted the ball home. However, the referee blew the whistle, thinking Mount had fouled Veltman while dispossessing him.
"Why does he need to blow before the ball goes in? How is he so sure? The penalty is a joke, honestly a joke," the boss said of the referee disallowing Mount's goal.
Chelsea ended up conceding a stoppage-team header from Welbeck who made it 1-1.
