The Blues will reportedly receive a £7m fee plus £3m in add-ons for the 22-year-old.

The defender made 12 appearances for Chelsea's first team but has been stuck in a perpetual loan cycle for several years now, spending the previous season on loan at Spezia.

"Spezia are short on talent and, despite nominally playing as part of their defence, he's been everywhere trying to affect the game in ways his team-mates can't.

"He's a pretty experienced and versatile player who turns 23 early in the new season. Serie A loans have ended with bad ream results but taught a lot. In ~40 Wales caps mostly playing DM he has also played at a Euros and a World Cup.
